ASH considers tobacco retail registration an essential step towards achieving a Smokefree New Zealand by 2025 and so has conducted research on the value of effective registration. ASH commissioned Allen & Clarke to look into options for Establishing a Registration Scheme for Tobacco Sellers.
Their report examined whether tobacco retailer registration could be introduced as part of changes drafted under the current regulation-making powers set in the Smokefree Environments Act 1990 or if there is a need to amend the primary legislation. According to the findings, the Smokefree Environments Act 1990 has the capacity to allow for the creation of retail registration but it will be necessary to amend the current legislation in order to implement a full licensing scheme. ASH has used these findings to shape its campaign on tobacco retail licensing and registration.
